About the
Programme Leader +
Pilot Programme
Leader + (PPL+) is put into operation as the Measure 2.7 within the
framework of Sectoral Operating Programme ‘Restructuring and
Modernization of Food Sector and Rural Development 2004-2006’. The
duration time of the Measure covers the years 2004-2006 (the time
for accounting terminates by the end of 2008 according to the rule
n+2). The institution managing the programme is the Ministry of
Agriculture and Rural Development / The Department of Rural
Development; while the institution responsible for the introduction
of the programme is the Foundation of Assistance Programmes for
Agriculture (FAPA).
The total
financial support for PPL+ equals 18,75mln Euro where 80% of the
contribution is provided by the UE (15mln Euro), and the 20% is
contributed from the national budged (3,75mln Euro). The maximal
payment covers 100% of the qualified costs. The final beneficiaries
of the Pilot Programme Leader+ are the residents of the rural areas.
The implementation
of the PPL+ was divided into two Schemes:
Scheme I
was put into
operation from the end of 2004 until the end of 2006 and covered the
following activities:
1.the
support for the preparation of the strategy for rural
development
2.the
support for the forming process of LGD
3.the
promotion of the rural areas and mobilization of the
inhabitants to an active participation in the
process of the
rural development
Scheme II
has been put into operation since March 2006 and will be completed
by the end of 2008; it covers the following activities:
1.the
support of the LGD activities aimed at realization of
the strategy
2.the
promotion of the rural areas
3.the
mobilization of the inhabitants to an active
participation in the
process of the rural development
4.the
publication and exchange of information concerning
the initiative connected with the activation of
the rural
areas’ inhabitants.
